Portugal Moves More Residence Procedures Online

AIMA is continuing to move residence procedures onto digital channels, reducing the need for in-person appointments for some applicants.

What happened

Portugal's Agency for Integration, Migration and Asylum, AIMA, is progressively expanding the use of digital channels for residence procedures.

Changes to the regulatory framework allow eligible residence applications to be submitted, received and paid for digitally, removing the need for an appointment and a visit to an AIMA office where the relevant online service is available.

The transition is gradual rather than universal. AIMA states that additional types of application will become available digitally over time and that eligibility will be announced as services are introduced.

AIMA has also expanded its Renewals Portal. Permanent residence certificate and card applications for EU nationals and qualifying family members can now be submitted through the portal. In September 2026, AIMA updated this process so applicants making these particular applications no longer need to provide their NIF or NISS during submission.

Where a residence procedure is eligible for digital submission, AIMA states that submitting it online can also result in a 25% reduction compared with the applicable in-person fee.

What this means for international buyers

Property ownership and the right to reside in Portugal are separate matters. Buying a home in Portugal does not, by itself, give someone a right of residence.

However, many international property buyers are also planning a move to Portugal. For those buyers, changes to residence procedures can form an important part of the wider planning process.

The continued move towards digital processing may reduce the need for appointments and simplify some procedures, but the route available depends on the applicant's nationality, residence status and individual circumstances.

Anyone planning to relocate should therefore establish which residence route applies to them rather than assuming that a procedure described as available online applies to every applicant.

For buyers planning both a property purchase and a move to Portugal, it makes sense to consider the two processes alongside each other while keeping them legally distinct.

Understanding the likely timing of a property purchase, relocation and residence application can help avoid unnecessary complications.
